The Emergency Management Director (EMD) operates under the discretion of the Chief Executive Officer (CEO) and/or the Town Administrator. 
 
RESPONSIBILITIES AND DUTIES

The Emergency Management Director (EMD) operates under the discretion of the Chief Executive Officer (CEO) and/or the Town Administrator. He/She advises the Chief Executive Officer and the Town Administrator on all Emergency Management matters and related laws, rules, regulations and requirements of Title 28 and Public Act 87-535 of the Connecticut General Statues, and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as Amended (42 U.S.C. 5121 et seq), Rev. 1998.  He/She plans, develops, organizes, directs and coordinates the town's Emergency Management Program with the goal of saving lives and protecting property by maintaining emergency operational capabilities that mitigate, prepare for, respond to, and recover from any emergency or disaster.  The Emergency Management Director is responsible for accomplishing the following Emergency Management functions:

1. Assumes overall responsibility for the operation of the Emergency Operations Center (EOC) and coordinates the Emergency Management forces of the Town of Bolton in the handling of a disaster emergency.  However, those emergency responsibilities assigned to department supervisors by charter or standard procedures remain the responsibilities of department supervisors.

2. Develops and maintains an Emergency Operations Plan (E-Plan) and conforms the E-Plan to state and federal criteria including national security risk assumptions.

3. Serves as the liaison between town, state and federal agencies on Emergency Management matters.

4. Develops relationships with town agencies and outside services and organizations to assure that the Town of Bolton has the resources needed to mitigate an emergency and provide the best protection of its people.
 
5. Identifies communications and warning resources in the local government available to the EOC.

6. As directed by the E-Plan, cause the warning evacuation and protection of people as needed.

7. Identifies and designates private and public service agencies, personnel, equipment, and facilities that can be used to augment the jurisdiction’s emergency response capabilities.

8. Maintains and updates a resource list to support the Chemical Emergency Preparedness Program.
 
9. Coordinates necessary training/drills to assure that Bolton remains in a prepared state of readiness.

10. Prepares a request for federal financial assistance for emergency management programs.
 
11. Maintains a reference file of general emergency preparedness, response, national security, and similar emergency management publications as guidance documents.
 
12. Represents Bolton on the Regional Emergency Planning Committee.

13. Develops and executes a program operating budget.
 
14. Perform EMPG grant administration and compliance duties and support other grant initiatives as assigned.

15. Stay current with required training and maintain proficiency in all software, systems and programs used within Emergency Management.

SPECIAL REQUIREMENTS
 
The Emergency Management Director must be over 18 years of age, a citizen of the United States and should be available to respond to emergencies 24 hours a day, seven days a week.
