ASSESSOR’S OFFICE

NOTE FROM ASSESSOR’S OFFICE:  There has been a change in Connecticut General Statutes affecting Motor Vehicle appeals.  Vehicles are valued on a declining percentage of their original MSRP.  The only grounds for appeals is if the vehicle owner disagrees with the MSRP used.  Appeals of a vehicle’s condition, mileage, being a salvage vehicle or having a rebuilt title is no longer allowed. 

Vehicles that qualify as an Antique, Rare or Special Interest Motor Vehicle, will be assessed at 500, if their application is approved.  The application can be accessed here.

ELDERLY AND TOTALLY DISABLED HOMEOWNER’S EXEMPTION PROGRAM

Applications for the Elderly and Totally Disabled Homeowners tax relief program will be accepted in the Assessor’s Office between February 3 and May 13, 2025.  The program provides a tax credit on the July tax bill ranging from $150 - $1,250.

The State of Connecticut Program, and a matching local program, are available to residents of Bolton who:

  • Have attained the age of 65 on or before December 31, 2024, or who are totally disabled according to Social Security guidelines.
  • Were Bolton residents and owned their home on October 1, 2024. Only a primary residence is eligible for the program.  A primary residence is defined as residency for a minimum of 6 months plus one day in a program year. 
  • Received a total income not exceeding $45,200 for a single person or $55,100 for a married couple in the 2024 calendar year. Income includes taxable as well as nontaxable income.

Those persons who are already on the programs but are due to renew this year will be mailed reminders that they must refile.

Applications can be filed at the Assessor's Office, Town Hall, 222 Bolton Center Rd., during Town Hall hours.  Applications may also be mailed to the Assessor’s Office as long as it is received by April 15, 2025.  From April 15 – May 15, 2025, all applications must be made in person, preferably by appointment at 860-649-8066 ext. 6100.

Proof of income, including Social Security 1099 forms are required; if an income tax return is filed or will be filed, a copy must be presented.  If applicable, proof of disability is also required at the time of filing. 

Income based programs allowing increased exemption benefits are also available to veterans and applications for eligible taxpayers will be taken at the same time as the elderly relief programs.

NOTE: The Town of Bolton has a local option program for the deferral of property taxes for eligible persons.  This program allows an eligible person to “freeze” their property taxes at last year’s amount, but income (married must be less than $75,000; single must be less than $50,000) and age (over 70 years of age) limits apply, and a lien is placed in the land records on the property by the Town in the amount of the abated taxes.
